Yes, you were allowed. Rule 20.1 lets you hail when you are close-hauled or above and approaching an obstruction you will soon need a substantial course change to avoid. A boat you must keep clear of is an obstruction, so the starboard boat counts, and she isn't a mark. The reply breaks Rule 20.2(c): the hailed boat must tack, or reply "You tack" and give you room. But when she refuses, you still owe Rule 10 to the starboard boat — duck her, and protest.
