A starboard boat luffs me while running downwind — do I have to respond?
Yes. Under Rule 10 the port-tack boat must keep clear, and under Rule 16.1 the starboard boat must give you room to respond. If you hold your course and the boats touch, you are disqualified under Rules 10 and 14. Respond early — gybe if that's what it takes. The right-of-way boat is excused under Rule 43.1(c).
