A port-tack boat running out of water along the shore hailed me for room to tack while I was on starboard — do I have to tack?
No. Rule 20.1 lets a boat hail for room to tack to avoid a boat on the same tack. You are on opposite tacks, so this is not a Rule 20 hail at all, and the Rule 20 duty to answer a hail does not apply. The rule that applies is Rule 10: on opposite tacks, a port-tack boat keeps clear of a starboard-tack boat. Her way out is easy — bear away and pass behind your stern. You hold your course.
