A port boat tacked under my bow and I had to luff to miss her — she finished her tack, so is she safe?
No. On port, Rule 10 made her keep clear. From the moment she passed head to wind, Rule 13 made her keep clear until she was on a close-hauled course, and you had to alter course before she got there, so she broke Rule 13. Even once her tack is complete and she is the leeward right-of-way boat, Rule 15 says she must initially give you room to keep clear. If you had to move before she was settled, she tacked too close.
