Two of us are sailing toward a breakwater wall — who has to give room?
The right-of-way boat chooses which side of the wall to pass, and her choice decides who is inside and who is outside. Under Rule 19.2(b) the outside boat must give the inside boat room to pass between her and the wall. Change the right-of-way boat's angle so she takes the other side and the inside/outside roles flip — the boat that was owed room can suddenly owe it. Through all of it the windward boat still keeps clear of the leeward boat under Rule 11.
